The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site 3 days per week and off-site as needed. At this time, the Office of Climate Action, Sustainability and Resiliency only requires 2 days in office at the Wellington Webb Municipal Building due to space constraints. Employees must work within the state of Colorado on their off-site days.

The High-Performance Buildings and Homes team has an opening for a Residential Electrification Program Manager supporting Building Efficiency and Electrification Programs. Job duties and responsibilities of this position include, but are not limited to, the following:
Responsible for organizing, planning, budgeting, administering and monitoring innovative, nation-leading, program models providing greenhouse gas reduction, resiliency and health impacts for Denverites in support of the Buildings and Homes team strategies and CASR’s Mission.
Manages Federal grant requirements and directs contract and sub-award administration.
Prepares documents required for submission to Federal agencies to receive funds.
Creates and maintains federal grant reporting documentation including reports, budgets, presentations, and other templates.
Works to maintain and improve relationships with officials, other agencies, community groups, and state and federal departments to improve decision making capability and better implement services as part of grant funding and related programs.
Prepares and delivers orientation, training demonstrations, and presentations for individuals, groups, community organization and key partners.
Manages and plans the work of consultants, vendors, contractors, on-calls and other staff. Responsible for organizing, planning, budgeting, administering and monitoring multiple projects within the program.
Development and processing of contracts including participating in drafting RFP for contracts, evaluating proposals, and administering contracts for compliance and expenditures.
Provides program leadership, direction, goals, and long range and short-term planning. Manages program design, policy development, and performance criteria for program operations, and makes budgetary and resource allocation decisions. Leads on design, organization, and monitoring and evaluation to ensure success of program outcomes.
Monitors and reviews program KPI’s.
Coordinates across offices, teams, and organizations to gather data and information from multiple sources and maintains databases.
Conducts reviews of existing policies, procedures, and directives and recommends revisions or additions when necessary.
Reviews program operations for compliance, identifies program strengths and weaknesses and problem areas of non-compliance, recommends corrective action, and instructs individuals and groups on proper methods and procedures for compliance with program regulations.
This role may also provide other administrative and support functions for the Buildings and Homes Electrification team.
Other duties as assigned.

Education requirement: Bachelor's Degree in Public Administration, Management, Sociology, Psychology, Political Science, or a related field.
Experience Requirement: Three (3) years of full performance professional level experience developing, implementing, and administering programs.
Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education for all classifications.
Additional appropriate education may be substituted for the minimum experience requirements.
License/Certifications: None.
