What We Offer

The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $90,000.00 - $120,000.00. We also offer generous benefits for full-time employees which include but are not limited to:

Location

The City and County of Denver supports a hybrid workplace model. At this time, the Office of Climate Action, Sustainability and Resiliency requires 2 days in office at the Wellington Webb Municipal Building. Employees must work within the state of Colorado on their off-site days.

The Energize Denver Building Performance team has an opening for a Compliance and Enforcement Administrator. This position will serve as the technical lead in reviewing and approving all applications for target adjustments and alternate compliance options, conduct all enforcement processes for the Energize Denver Benchmarking and Performance requirements for all buildings 5,000 square feet and larger (approx. 11,000 buildings), and oversee a contractor that will implement an Energize Denver rebate program. This role is a key member of the CASR Building Performance Policy team, reporting to the Policy Manager.

Specifically, as the Energize Denver Compliance Administrator you will:

  • Administer the compliance and enforcement functions of the large-scale complex regulation that is the Energize Denver Building Performance Policy. Develop policy adjustments and new policy options, based on experience in reviewing the alternate compliance options, to improve the Energize Denver program and expand compliance strategies to ensure the average building in Denver can comply with the regulations and requirements while ensuring the achievement of long term citywide environmental outcomes. 

  • Works with team members to design alternate compliance options, applications, and review processes for the performance requirements, attempting to create long-term certainty for building owners. The administrator will need to resolve complex, technical issues and design systems, processes, guidelines, rules, and standards that are critical and directly impact the on-going operations and policies of the performance regulatory policy.

  • Works with the Operations Administrator and Help Desk vendor to develop and implement internal instructions, trainings for Help Desk staff, and standard operating policies and procedures for all adjustment and alternate compliance processes. Establishes processes and controls to ensure compliance with applicable laws, regulations, and policies. Recommends required changes and adjustments to assure proper and adequate accomplishment of program goals and objectives while improving efficiency over time.

  • Review and approve applications for target adjustments and alternate compliance applications, including the review of relevant documentation submitted, such as energy audits, retrofit plans, electrification feasibility reports and other supplemental documentation.  These reviews will require scientific expertise in the fields of energy production, energy efficiency, and mechanical engineering.

  • Manage the Energize Denver rebate programs, with the assistance of a vendor contract, providing oversight for the day-to-day operations of the rebate program.

  • Manage the enforcement processes to cite buildings that have not complied with the annual benchmarking or performance requirements, including the distribution of citations, lien warnings, and lien placements. Manage the appeal and hearing processes.

  • Works with the Policy Manager to recommend the city’s position on pertinent building performance standard issues and may be required to provide expert testimony on federal, state, and local regulations, lawsuits and settlements.

  • Other duties that may arise.

Our ideal candidate has some or all the following experience, skills, and characteristics:

  • Experience in and/or knowledge of a field such as Engineering (any discipline), Construction Management, Project Management, Engineering Management, Sustainability, or Environmental Science.

  • 5 years of experience with and knowledge of existing building systems, operations, maintenance, or asset management.

  • Excellent written and verbal communication skills, and ability to present to diverse audiences. Ability to translate technical data to non-technical audiences through effective data visualization and written executive-level summaries.

  • An ability to work with multiple stakeholders including representatives from a variety of City agencies and external organizations in a collaborative manner.

  • An understanding of the concepts of institutional and structural racism and bias and their impact on under-resourced communities, along with the desire to incorporate perspectives of multiple communities.

  • Willingness to grow professionally and technically, innovate, analyze, and change processes or procedures.

Required Minimum Qualifications

  • Education requirement: Bachelor's Degree in Public Health, Environmental Science, or related field based on a specific position.

  • Experience Requirement: Five (5) years of professional experience conducting scientific research and/or analysis on a variety of environmental or public health issues required by the specific duties assigned to the position.

  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.

  • Additional appropriate education may be substituted for the minimum experience requirements.

  • License/Certifications: None.

Note: While a driver’s license is not required, the individual in this position may need to visit various locations around Denver in person. The individual must arrange for transportation to these locations.
